It will be centered midway between the front and the rear of the shirt sleeve or coat sleeve, with the top edge one inch below the shoulder seam. Sew on USN Navy JROTC color patch. The Navy JROTC patch is not worn on the pea coat, the all weather coat, or the long sleeve white shirt if worn with the Service
